Mr. Victor Cheng
Executive Director, Hong Kong Education City

Mr. Victor Cheng is currently the Executive Director of Hong Kong Education City Limited (HKECL). Prior to joining the HKECL, he was the Director of Corporate Services of the Hong Kong Examinations and Assessments Authority (HKEAA) overseeing the IT, Finance and administrative services of the HKEAA. Mr. Cheng is a seasoned IT professional in Hong Kong. He has more than 20 years of experience in IT infrastructure and the application of IT in education. He has been the Director of IT Services of the Hong Kong Institute of Education for more than 10 years and has led a number of important projects such as developing the first self-learning IT Competency Program for teachers, introducing the online Learning Management System, and initiated the Learning Commons project to facilitate migrating teaching and learning from traditional classrooms to an integrated mobile learning environment. Mr. Cheng has a Master of Science Degree in Electronic Engineering and a Bachelor of Science Degree from the University of Hong Kong.

Mr. Albert Wong
Chairman, Association of I.T. Leaders in Education (AiTLE)

Mr. Albert Wong is the chairman of Association of IT Leaders in Education (AiTLE), and IT Coordinator and Computer Subject Panel Head of Lee Kau Yan Memorial School. Participated in the development of IT in Education and Professional teacher development since The First Strategy on IT in Education by HKSAR Government, Mr. Wong is active in finding resources to help the promotion of IT in Education. He is also a current Non-Official member of HKSAR EDB Steering Committee on Strategic Development of Information Technology in Education, chairman of HKEAA HKDSE ICT Subject Committee, and committee members and/or members of different IT in Education related organizations / associations.


Mr. Erwin Huang
Chairman, eLearning Consortium (eLC)

Mr. Erwin Huang is President of Hong Kong Information Technology Federation (HKITF), and founding CEO of WebOrganic. He is a serial entrepreneur and a leader in a social enterprise, the eLearning field. He has extensive experience in running startups to public companies, and social enterprise. He is actively engaged in social services with a view to bridging the digital divide and promoting IT in education and eLearning. He is currently Deputy Chairman of Tse Sui Luen and as CEO between 2008-2010, impressively delivered a net growth of 60% during the global economic crisis. He founded the SCHSA and is now serving as Vice Chairman, pioneering the use of technology for senior citizen safety. He served as Member of the Planning and Development Committee at the Travel Industry Council of Hong Kong.

As an experienced entrepreneur, he has built multiple IT, Mobile and Internet companies in Hong Kong, Tokyo, London and the Silicon Valley. He has also hosted a TV series as "Dr Wong", championing a digital lifestyle. Having served the youth community since the early 90's, he is author of 3 books on Internet for the youth. He had also worked with Microsoft and the HKSAR Government's EMP/EDP department on the liberal studies adoption and IT literacy in Hong Kong. He holds two US patents in Digital Communication technologies. Mr. Huang holds a degree in Business from Boston University and has studied as a Senior Executive in Boston's Harvard Business School and Beijing's TsingHua University.

Professor Kong Siu-Cheung
Professor and Head,
Department of Mathematics and Information Technology,
the Hong Kong Institute of Education (HKIED)

Professor Kong Siu Cheung currently is Professor of IT in Education and Head of Department of the Department of Mathematics and Information Technology (MIT), the Hong Kong Institute of Education. He holds a doctorate from the Department of Computer Science of the City University of Hong Kong. Professor Kong has produced over 100 academic publications in the areas of IT in mathematics education and pedagogy in the digital classroom, information literacy education, and IT in science and inquiry-based learning. He has completed/conducted over 50 research projects since joining the Institute. Professor Kong is at present serving as the President of the Asia-Pacific Society for Computers in Education (APSCE). He currently is also serving as the Editor-in-Chief of the international journals Research and Practice in Technology Enhanced Learning (RPTEL) and Journal of Computers in Education (JCE). Professor Kong is also the Convener of Theory and Practice of Pedagogical Design for Learning in Digital Classrooms International Research Network (IRN) under World Educational Research Association (WERA). Professor Kong served as a member of the Steering Committee on the Strategic Development of Information Technology in Education that was set up by the Education Bureau of the HKSAR for six years from 2003 to 2009. He is now member of the Assessment and Monitoring Sub-committee of the Quality Education Fund (QEF) of the HKSAR.

Mr. Raymond Wong
Principal, Lam Tai Fai College

Mr. Raymond Wong started his career in school education since 1982 and was appointed Principal to a DSS EMI school in 2003. Mr. Wong attained a Postgraduate Certificate in Science Education. He holds a master's degree of Education, and has been teaching IT for many years. He is also the Director of Hong Kong Education City.

Mr. Yeung Wai-Yin
Principal, Po Leung Kuk Dr. Jimmy Wong Chi-Ho
( Tin Sum Valley ) Primary School


Mr. Yeung Wai Yin is the principal of PLK Dr. Jimmy Wong Chi-Ho (Tin Sum Valley) Primary School. Mr. Yeung has been serving in the Education sector for more than thirty years. For the last 15 years, he has spent lots of time on ICT education. He seconded to EDB under the IT regional support sector to support schools’ IT development. After that he was appointed to be in charge of one of the Centre of Excellence (CoE) for seven years. Mr. Yeung has been awarded the “Linux Business Adoption Award 2003 Education Application Secondary / Primary School Merit Award”, “PLK Education Contribution Award (Gold Award)”, “Hong Kong ICT Award 2006 : eLearning Award Certificate of Merit”, “Kwai Tsing Excellent Teachers 2008”, “Hong Kong ICT Award 2014 : Best SME ICT (Adoption) Award Gold Award”.


Mr. Lawrence Chow
Chief Marketing Officer, Samsung Electronics Hong Kong

A graduate of the Taiwan Fu Jen Catholic University with a Bachelor of Information Science & Business Management, Lawrence has been in the electronics industry throughout his professional career.

Lawrence joins Samsung Hong Kong as Chief Marketing Officer since 2011, where Lawrence is responsible for all aspects of the Samsung’s Marketing. This involves developing the Samsung's marketing strategy, and managing all communications programmes, including Promotions, Advertising, Public Relations, Retail Marketing and CRM campaigns.

During these past 15 years, Lawrence has been instrumental in leading the marketing efforts in the industry. He was the General Manager at Olympus Hong Kong & China Ltd (2004-2010) and later accepted an appointment as Senior General Manager of Olympus Imaging (Shanghai) Co Ltd in Shanghai, where he led the development of the brand in Greater China. He then was appointed as the Sales General Manager at Kodak (China) Investment Co Ltd (2010-2011), where he further directed the sales and marketing activities throughout Greater China and Hong Kong. Lawrence has also led the product team at Canon Hong Kong Co Ltd (2000-2004) that he has profound understanding and knowledge in the industry.
